How do I get ahold of an IMF Clearance Permit?

I am the beneficiary of a large sum of money but the money ariginated in Bangkok Thailand and is now in the US in the hands of the Homeland Security and they will not release it to be transferred to my account until I get an IMF Clearance Permit.
