Why isnt raven symone in cheetah girls: one world?

Well, this is the excuse they probably will use in the movie. If you remember in the Cheetah Girls 2, Galleria's (raven) mother told her that after their trip to barcelona, she would have to be focused on college, so i guess this trip Galleria's mother wouldn't let her go!!!
