What is the difference between the IQ and EQ ? and do anyone know how to train IQ & EQ ?

can anyone here descibe and contrast to me what is actually means by the IQ and the EQ ? person which is a country's or company's leader (like US's president Obama or China's Hu Jin Tao) always have very high EQ becoz they have high emotional control than others ?
