Why aren`t the San Diego chargers getting to the playoffs?

im not a chargers fan, and i dont hate them. Phillip rivers is a great QB, the whole team is great, and dont they have the number one offense and defense almost every year? I dont see why a great team like the chargers dont make it to the superbowl.
