Why are hispanics considered a race?

I am from South Africa, and i don't understand why the American government categorizes people who come from spanish speaking countries as "hispanic". Maybe an American can explain this to me. Because clearly, a black person from the Dominican Republic and a Spanish person from Argentina are both not of the same race. Here in South Africa, Spaniards are just considered white along with other Europeans and Lebanese/Armenians.
