Hamster is sick.?

If your vet thinks he will be ok with anesthesia, then chances are he will be, though there is a risk with all animals as well as humans. I would not look for a cheaper vet, you could end up with dr.nick (The simpsons). Stick with this vet, and your hamster will thank you for it! :)
